GENERAL BIOGRAPHY

David Beatty has served as Executive Director of Justice Solutions, NPO, since its inception in December of 2002.  Prior to his current position, Beatty was a full time national crime victim advocate and consultant. He also served as Director of Public Policy for the National Center for Victims of Crime (formally the National Victim Center) for more than eleven years, and as Acting Executive Director for two of those years. In that capacity he helped draft and secure passage of hundreds of victim-related statutes at both the state and federal level, including state constitutional amendments.

He recently co-founded the National Victim Organizations Contact Group the first coalition made up of the nation’s leading victim policy organizations. Mr. Beatty has spoken on a wide variety of victim-related topics in various public forums and has conducted scores of victim-related trainings and workshops on a wide range of topics in virtually every state.

He has also served as a national spokesman on victim policy issues appearing as a frequent guest on nationally televised news and talk shows and in interviews for a wide variety of national publications including hundreds of local press outlets. He was the founding Director of the National Crime Victim Bar Association and leading voice for victim-related litigation and enforcement of victims’ rights.

As a consultant, Beatty served as a Senior Advisor to the Domestic Violence Resource Network and is one of the nation’s leading advocates for victims of stalking. Mr. Beatty is the recipient of the President’s Award for Outstanding Service to Victims of Crime presented by President Bill Clinton.


CIVIL JUSTICE BIOGRAPHY

Mr. Beatty is a graduate of the University of Iowa School of Law and has served as Executive Director of the Justice Solution since 1999. He is the founding Director of the National Crime Victim Bar Association. He also served as Director of the Crime Victim Litigation Project at the National Center for Victims of Crime and in that capacity designed and supervised the development of the project data base containing more than 12,000 victim-related civil cases.

He is the author and co-author of numerous publications on the topic of civil justice for victims including a comprehensive training course curriculum for service providers entitled, Legal Remedies for Crime Victims: A New Dimension in Victim Advocacy.

Mr. Beatty has conducted dozens lectures and workshops on the subject having trained more than 1500 attorneys, victim service and allied professionals.


CIVIL LITIGATION BIOGRAPHY


David Beatty is a graduate of the University of Iowa School of Law. He is the original architect and the Founding Director of the National Crime Victim Bar Association and served as Director of the Carrington Victim Litigation Project for over a decade.

He also served as the Project Manager and faculty member for the Legal Remedies for Crime Victims Training grant funded by the Office of Victims of Crime, U.S. Department of Justice – which trained more than one thousand service provider, attorneys and allied professionals. He also served as a co-author of the series’ Training Manual and has authored numerous articles on the subject.

Beatty is also the recipient of the President’s Award for Outstanding Service to Victims of Crime presented by President Bill Clinton.


IDENTITY THEFT BIOGRAPHY


David Beatty is currently Executive Director of Justice Solutions. He served as Director of Public Policy for the National Center for Victims of Crime (formally the National Victim Center) for twelve years, spearheading the Center’s work in the field of victim-related technology and automation for victim service organizations and agencies.

Mr. Beatty served as the Director of the first two U.S. Department of Justice sponsored projects concerning victim-related technology entitled "Promising Practices in Technologies to Benefit Crime Victims" and "Implementing Customized Victim Notification Technologies." He is a national leader on issues concerning victims of cyber-crimes including specializing in identity theft.

Mr. Beatty has spoken and trained on identity theft in a variety of public forums and has conducted scores of trainings and workshops on the subject across the country. Specific identity theft topics addressed include; offender strategies, use of the Internet in cyber-crimes, prevention strategies and victims assistance.

Mr. Beatty is the recipient of the President’s Award for Outstanding Service to Victims of Crime.


STALKING BIOGRAPHY


David Beatty has been a leading voice for stalking victims in the U.S. for nearly a decade. As Director of Public Policy for the National Center for Victims of Crime (formally the National Victim Center) for 12 years, he helped draft and secure passage of dozens of anti-stalking statutes at both the state and federal level - testifying before Congress on numerous occasions. While at the Center, he conceived the organization’s Stalking Resource Center and served as project staff during it’s initial development.

He participated as a member of the Advisory Board of a Congressionally mandated project to develop a Model Anti-Stalking Law and has been a part of numerous Stalking Summits sponsored by the Violence Against Women Act Office (VAWA) and the Office for Victims of Crime (OVC) at the U.S. Department of Justice. Mr. Beatty also served as lead staff on the first VAWA sponsored grant to examine and develop the most promising strategies to serve victims of stalking in the criminal justice system.

Mr. Beatty also served as the stalking editor for the recently released Violence Against Women National Agenda. He developed Stalking Checklists for Law Enforcement, Prosecutors for the STOP TA Project funded by the Violence Against Women Office. He also served as a general consultant providing technical assistance on stalking issues for the STOP TA Project. He is co-author of a recently published book entitled Stalking Victims and Offenders, soon to be released by CRI Publishing.

Beatty has served as a national spokesman on stalking, appearing as a frequent guest on nationally televised news and talk shows and through interviews appearing in dozens of national publications. He has also conducted scores of workshops and trainings on stalking to victim service, law enforcement and allied professionals.

Mr. Beatty is the recipient of the National Award for Outstanding Service to Victims of Crime presented by President Bill Clinton.

VICTIM'S RIGHTS IMPLEMENTATION BIOGRAPHY


Mr. Beatty has served as the Executive Director of Justice Solutions since 1999. Prior to that, he held the title of Director of Public Policy for the National Center for Victims of Crime for more than a dozen years. In that capacity he designed and helped develop the nation’s most comprehensive database of victim-related statutes which contains well over 30,000 entries.

In that capacity he helped draft and pass hundreds of victim related laws and constitutional amends at the state and Federal level. He has testified before Congress on numerous occasions and has appeared as a spokesman and advocate for victims rights on national TV, Radio and publications.

Beatty served as Project Director for the Statutory and Constitutional Protection of Crime Victims' Rights: Implementation and Impact on Crime Victims Rights and co-authored its Survey and Final Report, 1997 – funded by the National Institute of Justice, U.S. Department of Justice, (Co-author).

He has conducted hundreds of lectures and workshops on the topic of victims rights and enforcement training thousands of victim service providers and policy advocates during his 16 year career.
